 Public information center (PIC)

 Introduction

Public information center (PIC) is one of the departments under the Directorate of Information within the ministry of Information, Communication Technology and Postal Services (MOICTPS). Public Information Centre (PIC) was created by the Government, through the Council of Ministers’ Resolution No: 301/2009 via Memo No: GOSS/MOIB/MO/1.A.2 dated October 2009 of the Minister of Information and Broadcasting under subject, “Human Resource Structure of three units under MOIB” namely Public Information Centre (PIC). According to South Sudan Transitional Constitution 201, Schedule (A) National Powers No: 45, which says the Government shall have exclusive legislative and executive powers to deal with Telecommunications, National Information service and the media. Public Information Centre reflects and is implementer of the mandate with the vision, mission and core values of Information Sector of the Ministry of Information, Communication Technology and Postal Services.

Mandate

i. To create, gather, collect, produce, store, archive and disseminate news, information, education, entertainment, pull information resource and open education resource to the general public and beyond, and

ii. To have its capacity and capability built and its human resource trained.

 Vision

To develop a well informed Nation.

 Mission

Creation, gathering, collection, production, storing, archiving and facilitation of dissemination of news, information, education, entertainment, public information resource and open education resource to the general public and beyond, and building capacity and training.

 Core values

Integrity, honesty, team work, transparency, accountability, nationalism, professionalism, equity, innovation, credibility and standards.

 Functions

PIC functions include but are not limited to:

(a) Access publicly released government information including Acts of Parliament, Government policy papers, presidential decrees, South Sudan gazette, etc.

(b) Access to pertinent information from NGOS, Development partners, Research Institutions and the Media.

(c) Establish systems for physical and electronic collection, record keeping of publicly released documented information and facilitate public access to the information.

(d) Outreach and disseminate information to internal various government and civil society groups and stakeholders and to external audience i.e. libraries, Universities, international organizations, local media outlets, NGOS, CBOS and especially to rural areas where information poverty is endemic, using key events, radio programmers, mobile cinema, newsletters, etc.

 

Objectives

i) To create, gather, collect, organize, produce disseminate, store, archive, preserve, easily accessed and share news and information resources with many other users.

ii) To establish systems that physical and electronic collection, record keeping of publicly released documented information and to facilitate public access to the information.

iii) To build a capacity and train its staff.
